When do we know which is the best path to take?
If someone wants to be with you, they will make an effort. 'Busy' is just an excuse people give to make themselves appear more important than the other party. You'll always work to do, tasks to finish and matters to settle, but in the midst of it all, if it's important enough, you can and will make time for it.
